It is (fortunately) really hard to bug someone in a car. 
About the only options available to an eavesdropper involve the use of a digital recorder or cellphone concealed in the car. These devices can be concealed under the dash, in upholsery or inside objects left in the car.
Often people are concerned that someone can simply reach under their car and attach an electronic device with a magnet. This is of course true -- but these sort of situations rarely allow monitoring of conversations inside the car.
A "bumper beeper" can make it easier to follow a car, however. These devices transmit a signal that can assist surveillance vehicles to remain further back. They really don't change lives much, however. If someone wants to follow they can do it with or without electronic assistance.
Global Positioning System receivers can be connected to a cellphone or 2-way pager to track the position of a car. These devices are difficult to find since they normally call home infrequently. In some cases a concealed cellphone running Java can both track location and monitor conversations in a car.

We examined the client's Toyota. All looked normal except an extra wire running along a wire bundle to the trunk.
Why was this wire there? It was not quickly understood why this wire was in the car. It wasn't in the wire bundle, had a different color code scheme and was spliced into another wire. All of these made us suspicious.
We generally suspect extra car wires might be providing power to a tracking or recording device.
After checking with the local dealer we found that the wire was installed when the car was received to accomodate a special burglar alarm.
This discovery was not very exciting but did uncover the facts in the case.
